Mayor Evan P. Howell served as Mayor of Atlanta from 1903 to 1904. At the end of his term he reported new street lights for Atlanta at $75 per arc, the erection of a new Terminal Station by Southern Railroad, to be completed in 1904, and urged better streets to Grant Park and Oakland Cemetery.
